Transparency in Structural Funds - Introduction Boguslaw Liberadzki

 In the current economic circumstances where every cent counts - on both sides of the Atlantic - I´m delighted to introduce this session on transparency.   Discussions about transparency are not new - the European Union put in place its Transparency Initiative in 2005, but as with all such initiatives, the debate had gone on for several years before that.     One of the four components of that initiative is increased transparency in the use of Structural Funds designed to address imbalances in economic development across the EU.   The others, will mention, are ethics rules for public servants, transparency over lobbying, and public access to documents.
As well as using funds to implement the investment and development themes prioritised by the Union, EU countries are required to put in place management and control systems to ensure correct expenditure.
However, good standards count for little with the public if they cannot see for themselves how things are done.   Information on how funds are used ensures that citizens can form views on supported programmes and schemes, and so be better equipped to become active in consultation over future use of funds.   Accuracy of such information also protects the EU and its institutions from false claims in the press (not unheard of) about how funds are used.
 With 27 Member States, and almost as many languages, the EU has the challenge of making transparency work in a truly multi-lingual and multi-cultural way.   I imagine the US authorities might have slightly less complexity to deal with on that side of things, but I´m sure there are plenty of other challenges to make up for it.
 Today we are looking at Structural Funds.   However, the EU´s Transparency Initiative covers all areas of EU funding.    We look forward to hearing from you, Mr Devaney, about the Recovery, Accountability and Transparency Board.  I am very interested to hear how your system works and what we may learn from your approach.  It is a challenge for all of us to achieve a good model for transparency which can be applied across different areas of public spending
 Yet another issue we have to contend with, is the fact that different countries (and in some federal or devolved Member States, different regions and nations) apply different standards and approaches to the transparency task.  I look forward to Ms Pellegrin´s intervention as I´m sure there will be useful information and examples of how the Cohesion Policy area has been affected by the Transparency Initiative, and this will be reinforced by the contribution from the Regional Policy directorate of the Commission.
 I am also delighted that we will hear from Mr Brito about his work on how internet technologies can be used to facilitate citizens access to information.    I look forward to learning from you about the notion ´crowdsourced accountability´.  This is clearly the way in which information can be made accessible by the largest number of people in the most rapid way.  
We will also have the view of the Court of Auditors to help complete the picture.
There are also issues about the form in which information is made available.    As taxpayers, we may all expect those organisations or individuals benefiting from publicly funded programmes to be open about the support they have received, but we also know that there is a difficult balance to reach when it comes to individual privacy.
 I hope that our session today will allow us all to learn about examples of good practice when it comes to transparency about public funding programmes, and we may well also hear about areas where more effort is needed to reach the levels of transparency we seek.
I am looking forward to hearing about the US experience and to our exchange of views and experiences in the whole area of transparency, which is - after all - an essential way of improving the accountability essential to the credibility of our various organisations.

Budżet 2011

W dniu 12 lipca na forum Komisji ds. Transportu i Turystyki (TRAN) został zaprezentowany szkic, dotyczący generalnego budżetu UE na rok 2011. Poniżej zamieszczona jest owa opinia:

The Council took note of the presentation by the Commission of its draft for the EU's general budget for 2011.
It asked the Permanent Representatives Committee to examine the draft, with a view to enabling the Council to establish its position.
On 16 March, the Council set out principles for preparation of the 2011 budget (doc. 6794/10).
These will be used by the incoming Belgian presidency as a reference in negotiations later in the year with the European Parliament and the Commission.
In its draft budget, the Commission proposes a total of EUR 142.6 billion in commitment appropriations (+0.8% compared with 2010) and EUR 130.1 billion in payment appropriations (+5.9% compared with 2010). Commitment appropriations represent 1.15% of EU gross national income, and payment appropriations amount to 1.05%.
The key objective is to support economic recovery in Europe by reinforcing growth and employment opportunities, in line with the new "Europe 2020" strategy for growth and jobs. To accelerate the recovery process, the draft budget provides for significant increases in payment appropriations for activities under sub-headings 1a (competitiveness for growth and employment) and 1b (cohesion for growth and employment).

 12 lipca do Brukseli przyjechała grupa młodzieży na zaproszenie profesora Bogusława Liberadzkiego. Młodzież zapoznała się z informacjami o Parlamencie Europejskim jego strukturze oraz funkcji.
Dnia 14 lipca w parlamencie Europejskim przebywali Polscy dziennikarze z następujących mediów: Polska Agencja Prasowa, Informacyjna Agencja Radiowa, Polskie Radio, Telewizja Polska (Panorama), Telewizja Polska (TVPINFO), Polskie Radio Trójka, Superstacja, FAKT, Super Express, Polska The Times, Rzeczpospolita, Centrum Prasowe SLD, Wirtualna Polska, TOK FM.
W dniu 15 lipca mieliśmy przyjemność gościć pana Grzegorza Napieralskiego, który spotkał się z polską delegacją Grupy Postępowego Sojuszu Socjalistów i Demokratów w PE oraz panem Martinem Schulzem, przewodniczącym frakcji S&D w parlamencie Europejskim.
Przewodniczący Grzegorz Napieralski odbył spotkanie z sekretarzem generalnym Panem Philip Cordery. W spotkaniu uczestniczył Poseł do Parlamentu Bogusław Liberadzki. Podjęto decyzję, iż następny Kongres ministrów, przewodniczących socjaldemokratów z 27 państw członkowskich odbędzie się w Warszawie. Tematyka spotkania: "Strategia 2020". "Strategia wyjścia z kryzysu".

EKES

W dniu 14 lipca w Parlamencie Europejskim, na zaproszenie Profesora Bogusława Liberadzkiego, przewodniczącego Polskiej Delegacji frakcji Postępowego Sojuszu Socjalistów i Demokratów w Parlamencie Europejskim zebrała się Polska część Europejskiego Komitetu Ekonomiczno-Społecznego (EKES). Spotkanie dotyczyło przede wszystkim kierunków rozwoju Ekonomicznego Polski i Europy po kryzysie. Było to pierwsze i jedyne jak do tej pory tego typu spotkanie.
